Changing Colors?

Hello everyone! I have Photoshop Elements 8.0 (Pretty much the same as Photoshop Elements 7.0)

Here is my question. How do you change colors of things? For example, I have this picture of Miley Cyrus, and I was wondering, how can you change the color of her shirt?

Well I have 5.0 so you can just use the paint bucket. Sometimes it looks sloppy so you cut the pixels with that scissors looking thing and you can paint it. try searching through a search engine.
