Wizard Quest: Help! (& Bubble Problem...!)

First of all, each time I try to start the wizard quest, the feather never appears! I saw it once, but I couldn't click on it (??). So I went into a building and then went back. It was gone. I tried abandoning the quest and doing it again, still, the feather was gone.

I figured that completing this quest would get rid of the bubbles. I know, I know...! I just don't like them. They get in the way (for me..). Is there another way I can get rid of these bubbles that pop up here and there?
