They pushed it back again- it was supposed to be at the end of October. As of the moment, there's no date yet. I'm not seeing it open next month so it's probably going to open next year. http://www.potternow.com/t463-pottermore-extends-beta-testing-again

Once you are admitted into the website, there is a sorting hat quiz that all members take. It will tell you which house you belong to.
